PATH FORWARD COMMITTEE OF THE HOUSTON YACHT CLUB
PROGRESS REPORT #2

October 1, 2008

Greetings.

It has now been almost three weeks since Ike hit HYC. If you have not seen the Club in a week or more, you would be very pleased at the progress being made.

Thanks to all of you who took the time to respond and ask questions as the result of Progress Report #1. There were several "themes" which came out of those questions and the following answer those specifically.

1.  At best, it will take over two months to clear the harbor of all debris and pilings. You should not expect to see any meaningful repair or new construction until into the third month of work, that being December - likely late December. Regardless of configuration, our contractor expects it will take between 6 and up to 9 months to fully rebuild our harbor.
2.  Members with boats in yards will be accommodated as their boat work is completed. Please give us as much notice as possible as to when your boat will be coming back to HYC. We will provide you specific instructions within the next month as to that process.
3.  Totally submerged boats in the HYC harbor will be "flagged" when they are discovered. HYC will not attempt to identify the boat and HYC will not authorize its contractor to salvage the boat. Our contractor told me the only way he can bring a boat up would be to break it apart in the water and bring it up in pieces. That work is not the responsibility of HYC. A totally submerged boat, just like any other boat in the harbor, is the responsibility of the owner and his/her insurance company.
4.  The PFC is going to fully evaluate the use of floating slips in the Harbor. This is not going to be a quick analysis. This will likely take a minimum of one month, possibly two months, to evaluate from the standpoints of use in our harbor situation, costs to acquire, costs to maintain, appropriate slip rentals, etc.
5.  The fact that Progress Report #1 dealt with only a few harbor issues should not be interpreted as the PFC ignoring other issues. At this time we have identified over 50 "projects" that need to be evaluated throughout the harbor and the clubhouse. Hopefully, later today, in Progress Report #3, I will be able to send out the list, as it now stands, of the projects we are and will be evaluating.
